Credit hold at order release, with approval

The problem

Orders ship to customers who are already over their credit limit, and Finance finds out afterwards.

What it does

1. 1

   Checks the credit position when an order is released.

2. 2

   Sends an order that is over the limit to a named approver.

3. 3

   Releases the order once it is approved and records who decided and why.
